Further to this exchange of emails, I received the following highly relevant comment from a reader of my article:

Yale graduate though he may be, today's Sullivan is indeed the same double-dealing and very dangerous official. Dangerous, I insist, for U.S. and global security, which makes a mockery of his title.
It is also relevant to this discussion to note that there have long been reports that precisely the Isis-K group implicated in the Moscow attack was financed and assisted by the USA during the Afghanistan war as a tool against the Taliban. Is this any different from Netanyahu's financing HAMAS for years to keep the various factions of the Palestinian movement forever separated and powerless? The Biden administration is shedding crocodile tears over the loss of life in the Crocus City Hall massacre.
And, as I say, participation by Isis-K in no way closes down the investigation into the role of Kiev and Washington in puppet mastering the atrocity.
